It happened last night...

Here's how it boiled down last night as far as recommendations from Innovation/School Reform Committee go:

Fritsche Middle School and Bay View High School share the Bay View building -- yes.

Tippecanoe and Dover form a new elementary school at Dover -- sent to the full Board without recommendation, but the administration was directed to keep working on it.

Relocation of programs now at the 8th Street building -- no.

Relocate Metropolitan High School to North Division and Alliance High School to the current Metropolitan site -- yes.

Here is what actually was approved regarding Bay View, 2751 S. Lenox St., and Fritsche, 2969 S. Howell Ave. This is an unofficial version of the motion.

1. Approve the recommendation of the Bay View Area School Improvement Task Force for Fritsche and Bay View to share the Bay View building through a phased process:

a. In the first year (2009-10), grades 6-8 would remain at the Fritsche site, adding 9th grade, and grades 10-12 would remain at the Bay View site but would not take in any new 9th graders.
b. In the second year (2010-11), the Fritsche site would add a 10th grade, and the Bay View High School site would not take any new 9th or 10th graders.
c. In the third year (2011-12), grades 6-12 would move to the Bay View building. The program would have an arts strand and additional AP (advanced placement) courses at the high school level. Career-themed strands in fields like engineering, architecture and construction, health careers, and arts and communications would be added.

2. 9th and 10th graders at the Fritsche site will be considered students of Bay View for staffing identification and evaluation purposes for the first two years;

3. assign the Bay View attendance area to Fritsche for grades 9-12, consistent with the timeline for implementation of the Fritsche grade-level expansion;

4. authorize the administration to identify an appropriate relocation site for, and proceed with the relocation of, the Fritsche LEAP Program from the Fritsche site located at 2969 S. Howell Avenue; and

5. authorize the Office of Board Governance and the Administration to:
a. Negotiate a renewed instrumentality charter contract with Fritsche that would reflect the expanded grade range to grades 6-10, the increased attendant enrollment, and the identification and evaluation of the 9th and 10th grade Bay View staff at the Fritsche site through the 2010-2011 school year; and
b. Explore the possibility of a new instrumentality charter contract for the program at the Bay View site that would reflect the expanded grade range to grades 6-12 and the increased attendant enrollment.

Got all that? The vote was 2-1 in favor, with Directors Terrence Falk and Danny Goldberg voting yes and Director Jennifer Morales voting against.

The Dover / Tippe effort stalled when Tippecanoe folks objected, strenuously. Dover is at 619 E. Dover St. and Tippecanoe is at 357 E. Howard Ave. The committee asked the administration to present several potential scenarios at the full Board meeting Oct. 23. The committee voted, 3-0, to send the matter to the Board without recommendation.

The vote to maintain the 8th Street building at 609 N. 8th St., was 2-0 with Director Goldberg voting "present." The administration had recommended moving the programs in that building -- the New School for Community Service, Project STAY, Project STAY Senior Institute and Project School-to-Work to the Grand Ave. building at 2430 W. Wisconsin Ave.

The committee unanimously recommended moving Metropolitan High School from 850 W. Walnut St. to the North Division complex at 1011 W. Center St., and moving Alliance High School from 234 W. Galena to the Metropolitan site.
