It's just a footnote in the Legislative Fiscal Bureau document detailing the state budget as amended by the Assembly Democratic caucus.
The footnote, referring to the state fiscal balance for 2010-11, reads, "General school aids would be underfunded by $261,278,000 if no adjustment is made in 2009-10 and 2010-11."
That hole was dug by the state earmarking stimulus funding for general state aids in future years, but the governor and legislators taking action to use it this year instead.
Things may change yet, but right now the best description seems to be "ugly."

Is ANYONE going to mention just HOW many cases of Swine Flu are at MPS right now?!
As we look at budget, if the Chapter 220 program is expanding, the schools that participate should be required to take an equal number of ex. ed students as well as regular ed. After all, we are paying for ed. If we look at DIFI, SIFI, having additional hands to work with students will help everyone become successful.
In addition, just because outside districts and other schools expand their seats, does not mean that MPS has to send those students. Perhaps, teacher recommendation or other measures should be in place before students transfer.
Besides, what is the cap for 220 and schools or agencies outside the city area? Does not Wauwatosa's expansion push us beyond the cap?
